What is the Productivity Solutions Grant?

The Productivity Solutions Grant (PSG) supports Singaporean SMEs in the adoption of pre-scoped IT solutions and equipment that enhances productivity. This solution will allow your business team to team up from anywhere, anytime, and protect your endpoints, network, IT assets, and important business information.

Shopify services covered by PSG

Starting in August 2020, Singaporean businesses will be eligible for up to 80% off the yearly cost of Shopify Basic, Standard, and Advanced plans. Applicants are advised to submit their applications through Business Grant Portal before the grant reverts to 70% on 1st April 2021. PSG covers sector-specific solutions including the retail, food, logistics, precision engineering, construction, and landscaping industries

How to Apply for PSG for Your Business?

You must visit Tech Depot on SME Portal to access the list of acceptable solutions and identify relevant solutions that best suit your business needs.

  • For IT solutions: Get a quotation from the pre-approved vendor;
  • For equipment: Source for the equipment and get a quotation from the vendor.

Submit an application on the Business Grants Portal (BGP) using a CorpPass account. After registering, follow these five simple steps on the BGP.

  1. Click on the “Get New Grant” button
  2. Answer three questions about your project
  3. Complete and submit the form
  4. Track the status of your application
  5. Accept your Letter Of Offer

Who Can Apply?

Business entities can apply for PSG if they meet the following criteria:

  • Must be a Singaporean Small and Medium Enterprise (SME) looking to continue your digitalisation and productivity upgrading efforts.
  • Registered and operating in Singapore;
  • Purchase/lease/subscribe to the IT solutions/equipment/consultancy service must be used in Singapore

Note that for selected solutions, only SMEs with a minimum percentage of 30 local shareholdings (for selected solutions only) and a group annual sales turnover of S$100 million or less or less than 200 employees will be eligible.

MRA Grant eligibility criteria

Business entities must be registered in Singapore, has at least 30% local shareholding, the company’s annual sales turnover must not exceed SGD100 Million or employment size must not be more than 200 workers and the corporation must be new to targeting the overseas market.

Qualifications of a new overseas market?

When a company expands to a new overseas country, where its annual overseas sales in the said country have not surpassed SGD100,000 in the three consecutive years.

Can companies with a current foreign presence or foreign sales apply for MRA support?

Companies previously aided by the MRA, but the overseas sales have not surpassed SGD100,000, be able to continue getting support throughout the enhancement period from 1 April 2020 to 31 March 2023.

If companies have used up the SGD100,000 support between 1 April 2020 and 31 March 2023 will not be suitable to continue applying for MRA grants.

How many times can companies apply for MRA?

Currently, there’s no threshold to the number of MRA applications that a business can apply.

How will the companies find appropriate in-depth FTA consultants for their Overseas Market Set-up activities?

Companies will be able to see Enterprise Singapore’s list* of FTA consultants that offer their advisory services.

What if a Singapore-based company has overseas production bases creating foreign-origin goods, does the MRA support consultancy services on FTAs, of which, Singapore is not a member?

MRA support for FTA consultancy scope is available to local SMEs. If the candidate company produces in a foreign country, the consultant will inform the company of the appropriate FTAs. They will assist the business in evaluating the potential gains of leveraging on the FTAs, including those that Singapore is not a member of.

What is the breakdown of the SGD100,000 grant for every successful applicant?

The SGD100,000 grant is available during the enhancement period from 1 April 2020 to 31 March 2023, here are the sub-caps:

  1. SGD20,000 for Overseas Market Promotion
  2. SGD50,000 for Overseas Business Development
  3. SGD30,000 for Overseas Market Set-up

What if a parent company and its subsidiary both apply for the MRA Grant, will they be given SGD100,000 grant cap?

The grant cap of SGD100,000 is applicable to each company during the enhancement phase. Enterprise Singapore reviews the applications based on the candidate’s international plans. Companies with similar business registration details (such as nature of the business, address, shareholder/directorship, etc.) will be considered as connected companies and will be granted SGD100,000 during the enhancement period.

Are group applications accepted?

No, Enterprise Singapore does not allow 2 or more companies to apply under one application. Each company should submit a single application for one activity.

Can sole proprietors and partnerships apply for the MRA Grant?

Enterprise Singapore will be assessing applications on a case-by-case basis.

Will it be possible for a company to apply for the MRA grant even if they have received financial assistance from other government agencies?

Companies that have received grant approvals from Enterprise Singapore or other agencies are not allowed to apply for the MRA grant.

Can a company apply to more than a few new markets simultaneously?

Yes, as long as the new market standards are achieved, and projects are within the grant sub-cap.

Can companies submit an application for both the Enterprise Development Grant (EDG) and MRA Grant support at the same time?

Qualified companies may apply for financial assistance under both EDG and MRA grant as long as it is not under the same scope of activities supported.

Can applicant companies apply for Double Tax Deduction for Internationalisation (DTDi) on the same expenditures backed by the MRA Grant?

Companies may apply for DTDi, the succeeding expenses are computed net of the MRA grant.

What is a retrospective application?

An application will be considered retrospective only if any of the following events happened before the application date: Signed an engagement letter with the third-party consultant, made the first payment to the third-party consultant, and began the project with the third-party consultant.

Project opening and completion dates must be in harmony with the project assistance period specified in the Business Grants Portal.

When companies partake in non-LEAD supported overseas trade fairs, that’s the time they can continue with the following in consideration of the need to ensure the booth stalls ahead and a longer preparation time is needed:

  • Proof of Payment (including initial deposit) to the third-party vendor
  • Sign the contract order with the third-party seller

Companies must submit the application prior to the opening date of the trade fair.

Can companies that have internal resources to act as a service to their clients apply for MRA Grant?

No, they can’t. Enterprise Singapore’s MRA grant endorses qualified third-party costs for events and services that Singapore SMEs do not have the in-house or internal capabilities to carry out.

What if Singapore is one of the company’s target markets, will the activity still be qualified for the MRA Grant?

Any activity within Singapore will not be allowed for support.

Under what circumstances will applications be rejected?

If the company does not meet the eligibility criteria. If a company is holding a shell business registration or has its major business ventures outside Singapore. Applications will also be rejected if you are a non-profit organisation and if you are a company looking for financial assistance to increase domestic sales.

Shopee supports new sellers with their online businesses. In collaboration with Enterprise Singapore, Shopee offers E-Commerce Booster Package to New Sellers. Shopee is Southeast Asia’s number 1 shopping platform and they offer up to SGD9,000 subsidy eCommerce costs for new sellers in Singapore.

Shopee Offers E-commerce Booster package

Shopee E-commerce Booster package supports SMEs in their transition to the online community. This package supports online businesses in their core activities starting from onboarding to promotions.

Eligible businesses can get 90% assistance, capped at SGD9,000 per seller. Participants will only need to pay 10% of the fees which can help them during this pandemic.

Core Services Offered by the Shopee Ecommerce Booster Package

First is the Incubation – it is a 12-week programme where sellers will learn Shoppe features with the help of an incubation manager. This will help them be familiarised with the platform’s capabilities.

Second is fulfilment whereby free shipping and cashback will be offered to the buyers through an opt-in programme. Buyers will significantly benefit from this, resulting to more sales for the retailers.

Market Readiness Assistance Grant makes it possible for Singapore-based SMEs to venture overseas. Here are the steps on how to apply for the MRA grant.

How to Apply

Pre-Application

Take note that retrospective applications will not be recognized. An application will be considered retrospective only if any of the following events happened before the application date: Signed an engagement letter with the third-party consultant, made the first payment to the third-party consultant, and began the project with the third-party consultant.

Companies are required to submit applications no earlier than six months of the project’s start date.

Application

Step 1. Obtain quotation

Prepare the following documents from the third-party consultant: Quotation for the local vendors and it must be a pre-approved vendor, credentials of the project team, and track records of past completed projects.

Step 2. Activate CorpPass

Ensure that you activated your CorpPass account and have ‘Officer’ access in order to create a draft grant application. Visit the CorpPass website to register and take note that users with ‘Officer’ access can only draft applications while CEOs, Proxy Users will be able to submit the application.

Step 3. Log in to Business Grants Portal

Proceed to the Business Grants Portal (BGP), login using your CorpPass account, and type the correct UEN number.

Step 4. Update Company Profile

Make sure to fill-up all the required fields needed for the company profile.

Step 5. Get New Grant

Once logged in, click the ‘Get new grant’. Select Sector > Select Grant > Select Market Readiness Assistance.

Step 6. Click Proceed

Click ‘Proceed’ to continue the application procedure.

Step 7. Submit application

If the draft is complete, request the user with CEO or Proxy access to submit the application. Once submitted an acknowledgment email will also be directed to the listed email address.

How to check application status

Businesses can check their application status through the Business Grant Portal (BGP). On the other hand, the registered email will receive a notification via email.

If the application was approved, businesses will be asked to accept the Letter of Offer (LOF) through the BGP. Users with CEO or Proxy access can only accept the LOF.

1. Overseas Marketing Promotion

Overseas marketing and PR activities

The supportable activities for Overseas marketing and PR are third-party purchases for Marketing and PR activities that include roadshows, pop-up stores and launching of promotions. It also consists of the pitch fees for out of the country business and trade conferences.

The deliverables consist of an event article together with related materials like publicity materials and photos. Bills, receipts, or bank statements for payments sent to the third-party seller such as proof of payment are also required to be submitted.

Participation in Overseas Physical and Virtual Trade Fair

Overseas Physical Trade Fairs

This comprises of the third-party expenses charged by Event Organisers in relation to the space rental, stall design, and construction. Proofs of completion needed are the following: Event report together with related materials – for example, photos and exhibitors’ listing with the company’s name – and invoices for payment made to the third-party vendors.

Virtual Trade Fairs

Fees charged by the event organisers such as the Virtual Exhibition Hall & Booth access, collateral creation, business meetings, pitches, product launches, webinars, and post-event analytics.

Deliverables may include screenshots of exhibitor listing, publicity materials, virtual booths, virtual business meetings/matching sessions, post-event analytics report and product samples.

Proof of completion must include an event write-up with related materials stating the company’s name and receipts/bank statements for payment made to a third-party vendor.

2. Overseas Business Development

Business Matching

Supportable activities include third-party expenses in identifying the possible partners and clienteles (B2B) together with the licensees/franchisees, agents and distributors, and joint project associates.

An in-depth profile report of potential clients/partners for the company in the chosen market and business matching results is required to be submitted as deliverable.

3. Overseas Market Set-Up

Market Entry

This includes advisory, legal and documentation costs in connection to Intellectual Property (IP) Search and application, implementation of recommended tax structures, name search, filing and registration for sales/representative offices or equity entity, drafting of franchising, licensing, agency, distributorship and joint project contracts (limited to only the first set of such agreement) and importing and exporting licenses.

Proof of completion includes the relevant file documents to be submitted to the authorities, copies of certificates, permits, licenses obtained, duplicates of franchise/JV agreements and a statement on assessment of financial and recommendation.

In-depth FTA Consultancy

This activity comprises of consultancy, advisory and legal expenditures on detailed assessment to find opportunities obtainable in FTAs, analysis of company’s supply chain, application steps for customs rulings with issuing authority, and consultancy for FTA compliance. This includes internal guidelines.

Deliverables required are assessment/analysis report, customised manual, rules, standard operating procedure (SOP), etc.

Small and medium enterprises (SMEs) entering the overseas market can be taxing and risky. With Market Readiness Assistance (MRA), Singapore-based SMEs will be able to acquire assistance when venturing business overseas.

Grant Support & Limitations

Singapore-based SMEs will be able to receive up to 70% of eligible costs, capped at SGD100,000 per company starting 1 April 2020 until 31 March 2023. The support covers overseas market promotion (capped at SGD20,000), overseas business development (capped at SGD50,000), and overseas market set-up (capped at SGD30,000). The application is only limited to one activity per single overseas market.

Eligibility

Check this out if your business is eligible for MRA:

  • Business is registered/based in Singapore
  • For new market entry, target foreign market wherein the applicant did not yet surpass overseas sales of SGD100,000 in the last 3 previous years
  • Have at least local shareholdings of 30%
  • Group Annual Sales Turnover does not exceed SGD100 million or employees must not be more than 200

Supportable activities

MRA supports 3 activites. The first one is the Overseas Marketing Promotion which handles the Overseas marketing and PR activities as well as the participation in overseas trade fairs NOT supported under LEAD International Fairs & Missions (LEAD).

There is also the Overseas Business Development which takes care of the Business matching and the Overseas Market Setup which for Market Entry and In-depth FTA Consultancy.

Market Readiness Assistance (MRA) Application Process

For the pre-application process, retrospective applications will not be accepted. The applications will be considered retrospective if the following happens:

SG Government Grants for Ecommerce Shopify Store

Having a good functioning eCommerce website is essential to drawing in more customers. And to do that, you must have sufficient knowledge and budget to plan and execute a seamless shopping experience for your customers. Luckily, government grants for e-commerce are available in Singapore.

Here’s a list of SG grants that SMEs can enjoy for starting an eCommerce store.

Productivity Solutions Grant (PSG)

Grab the chance to get an 80% discount to start, run, and expand your business by applying through the Productivity Solutions Grant (PSG) before 31st March 2021.

Shopify is now on the list of the digital solutions pre-approved by IMDA for funding support under the PSG, as part of the SMEs Go Digital programme. Singaporean businesses are qualified for up to 80% discount on Annual Basic, Shopify, Advanced Plans (80% off ), and up to USD6,400 (~SGD8,733.76) abatement on the total cost of the Annual Plus Plan until 31 March 2021. The PSG support will return to 70% starting 1 April 2021.

How to apply?

  1. Get a quote from Shopify
  2. Apply for Productivity Solutions Grant
  3. Purchase the annual Shopify plan
  4. Submit the final claim

The Productivity Solutions Grant (PSG) assist Singaporean SMEs in adopting pre-scoped IT solutions and equipment that improves productivity.

SkillsFuture Enterprise Credit

Businesses can also opt to choose the SkillsFuture Enterprise Credit (SFEC) that covers up to 90% of out-of-pocket expenses for eCommerce.

The SkillsFuture Enterprise Credit (SFEC) supports employers to implement enterprise and workforce transformation actions with one time USD10,000 discount credit to cover up to 90% of out-of-pocket expenses for workforce transformation programmes and eligible enterprise development.

SFEC can also provide Job Redesign projects for companies. Eligible employers who match the EDG criteria can also acquire more subsidies under the SkillsFuture Enterprise Credits (SFEC) scheme:

  • Have bestowed minimum of USD750 Skills Development Levy over the period required
  • Have at least three Singapore Citizen employees or Permanent Residents (PRs) every month over the same period
  • Have not applied for SFEC previously

Enterprise Development Grant (EDG)

The Enterprise Development Grant (EDG) helps Singaporean companies to flourish and be successful. This grant supports projects that help businesses improve, upgrade, or even expand overseas.

Business owners must submit their EDG project proposal to see if they are qualified for the grant. The grant funds qualifying project will be able to cover third party consultancy fees, software and equipment, and internal manpower cost. During the Supplementary Budget 2020, it is announced that the maximum support level will be raised to 80% from 1 April 2020 to 30 September 2021.

For enterprises that are severely affected by COVID-19, the support may be raised to 90% on a case-by-case basis until 31 December 2020.

Eligibility 

  • A business entity registered and operating in Singapore
  • Acquired a minimum of 30% local shareholding
  • Financially capable to start and complete the project

The Productivity Solutions Grant (PSG) is a new initiative, offered by Info-communications Media Development Authority (IMDA) to boost the productivity of SMEs in Singapore. PSG also aims to better support businesses in the next phase of transformation by adopting eCommerce solutions.

The funding support level will be raised up to 80% and the submission deadline of PSG application is  on 31st December 2020.

The IMDA has pre-approved Shopify as a digital solutions platform. It is listed as funding support of eligible costs under the Productivity Solutions Grant (PSG), as a part of SMEs Go Digital Program. This program is designed to help SMEs in Singapore make the most of digital technologies to improve operations and generate new revenue.

Businesses that are eligible can sign up for Shopify and save up to 80% on their annual plans such as Basic, Shopify, or Advanced plan. You can also save up to $6,400 USD on an annual Shopify Plus plan before 31st December 2020.

SMEs to apply for PSG with the following steps:

STEP 1- Get a quote from Shopify

Go to Shopify’s webpage and provide your business details. Shopify will send a quote for a Basic, Shopify, Advanced, or a Plus plan. The following information will be needed to apply:

  • Shopify subscribers of Basic, Shopify, Advanced or Plus plan
  • Registered and operating in Singapore
  • Using their subscription in Singapore
  • At least 30% locally owned

STEP 2 – Apply for PSG

The Shopify Productivity Solutions Grant Application can be completed using the Business Grants Portal. Businesses must be listed as ‘retail’ to apply. 

STEP 3 – Purchase your annual Shopify plan

The billing for a Shopify PSG is annual compared to Shopify’s usual monthly billing. For more information, you can visit Shopify’s guide here
